DARPA considers that autonomy can be gauged by how much and how quickly data needs to

be exchanged between a human operator and a robot in order to execute a given task. When

performing a particular task in a specified time, the fewer bits exchanged, the greater the

demonstrated autonomy. To promote autonomy DARPA will create controlled network service

interruptions with substantial duration in which only low data-rate communication between

humans and robots will be possible.
